  • AFL Victoria - Player Points System Policy - 2019 Season

    The Community Club Sustainability Program (CCSP) subcommittee believes that equalisation of community football competitions is vital for community football.

    Even and fair competitions lead to interest, which leads to bigger crowds, which leads to stronger clubs and competitions. Even competitions allow supporters and club volunteers the chance to turn up on any given match day with the knowledge that the outcome of the game is uncertain and that their team is a chance of winning. This mindset motivates people to become and remain engaged with their community club and provides rewards and recognition to all those that assist in putting a team out on the field.

    The philosophy of competition equalisation is accepted in sports all around the world. Professional sporting bodies have accepted practices such as drafts, salary caps, FIFA Fair Play and the like in order to help competitions ensure competitiveness and club sustainability.

    The objectives of the state PPS Policy are as follows, to:

    1. support equalization of community football Competitions;

    2. ensure teams fielded in the Competitions are strong and as equally matched as possible;

    3. provide the best opportunities for players to develop and display their skills;

    4. provide opportunities to compete at a community level within an orderly and fair system;

    5. enable team spirit and public support;

    6. encourage community and corporate sponsorships of Community Clubs;

    7. reduce the inflationary nature of player payments to assist clubs survive financially and reduce financial burden/stress on Clubs;

    8. promote player loyalty and junior development;

    9. support the role volunteers undertake in managing their Clubs by;

    - minimising the need to fundraise for player payments

    - providing a more competitive environment on field, that encourages more volunteers to support at Club level

    - providing incentive to spend more time and effort in the development of football, a welcoming Club environment and growing the game within the local community.

    This PPS Policy sets out a framework of rules and guiding principles in relation to a player points system which should be adopted by Community Clubs in order to achieve the above objectives.

    If this policy is adopted by Metropolitan Leagues and Region Commissions, they will need to amend their relevant by laws to include all relevant provisions under this PPS Policy.

  • League and Club Points Allocations

    Each year, the Community Club Sustainability Program Advisory Committee catch up and assess the points allocation for each club across the Region. At this meeting, the base points rating is set for each League which is a starting point for each competition. The League base points rating are currently as follows:

    Ballarat FNL: 43 Points
    Central Highlands FL: 42 Points
    Riddell DFNL: 42 Points
    Maryborough Castlemaine DFNL: 42 Points

    At this meeting, some clubs who have a history of struggling in their respective competition are earmarked for additional points and these additional points are allocated at this points. Shortly after, all clubs are sent their points allocations for the following season and provided with an opportunity to apply for additional points based on the following criteria:

    Geographic location – where the club is located in a region with a low population base.
    Hardship – Where the club endures significant hardship. E.g lack of success, is coming out of recess, or any potential merged opportunities.
    Junior structure – Where the club has no U18/U19 (or younger) under age sides, and are not capable of developing a junior program due to reasons outside of its control.
    Other – For any other reason as so determined by the AFL Goldfields Commission. E.g special consideration should be given due to an understanding and recognition of a clubs current “playing list”.

    • Grant Baldwin - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.

    Lake Wendouree FNC

    • Shane Hutchinson  - LWFC will be considered a “home club” and as such he will be considered a 1 point player for the 2019 season.

     

    Melton South FNC:

    • Malwal Maguang - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.
    • Richard Frew - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.

    REDAN:

    • Keenan Waterbury - has been given a 1 Pt concession, and as such he will be considered a 3pt player for 2019.
    • Cooper Atchison - Approved for a 1 Pt reduction - has been given a 1 Pt concession, and as such he will be considered a 2 pt player for 2019.
    • Kayne Councillor - has been given a 1 Pt concession, and as such he will be considered a 2 pt player for 2019.
    • Stanley Tipiloura - has been given a 1 Pt concession, and as such he will be considered a 2 pt player for 2019.

    CHFL

    Gordon FNC:

    • Kade Gull - has been given a 1 Pt concession, and as such he will be considered a 3 point player for the 2019 season.
    • Zac Catlin - has been given a 1 Pt concession, and as such he will be considered a 3 point player for the 2019 season.

    Newlyn FNC:

    • Lou Campana - has been given a 1 Pt concession, and as such he will be considered a 3 point player for the 2019 season.

    Waubra FNC:

    • Glen Coleman - has been given a 3 Pt concession, and as such he will be considered a 1 point player for the 2019 season.
    • Liam Towell - has been given a 2 Pt concession, and as such he will be considered a 1 point player for the 2019 season.
    • Lincoln Barnes - has been given a 1 Pt concession, and as such he will be considered a 2 point player for the 2019 season.

    MCDFNL:

    • Bill Lindsay - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.
    • Joshua Szabo - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.

    • Trystan Sammut - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.
    • Anthony Taylor - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.
    • Mitch Strong - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.
    • Judd Troon - has been given a 1 Pt concession, and as such he will be considered a 1 point player for the 2019 season.

    Note: This form outlines the process to be followed by Clubs when applying for additional Point/s allocation / or Special Consideration for an individual Players Allocation AFTER the Club Point or Player Point allocation has previously been set by the AFL Goldfields.

    1. BACKGROUND:

    AFL Goldfields follows a thorough process in allocating a Clubs Player Point allocation, and this involves consideration of the Clubs request, and consultation with the respective League Board and CCSP AdvisoryCommittee. Further, the allocation of a particular Players Point allocation is detailed clearly in the AFL Victoria CCSP Policy documents. Therefore, any requests for a further special consideration of any Clubs point allocation or individual player’s point allocation will need to be both a strong case and contain significant supporting data and will need to submitted on the applicable CCSP – Application for relief from Player Points System or the CCSP – Application for relief from Salary Cap System (whatever is applicable).

    2. PROCEDURE:

    b) If the Club is applying for ADDITIONAL POINTS this submission must outline the following:

    Why the Clubs now need an additional allocation ? This should not outline comparison against any other clubs as clubs will not be aware of the full details of any other clubs applications. The application must focus on why your Club needs additional points.
    What level of point allocation the Club thinks is required to ensure their club has a sustainable future. This should be supported by as much information as possible – e.g outline their “best side” and what it would be total points, include players address’s to highlight local representation.
    Note: Clubs should not lodge any submission based on what the Club thinks they need to challenge for top 4 / premiership – some clubs have erred doing so in the past. The PPS is about allocating your club an appropriate level to ensure you have a sustainable future – not to win flags

    Any additional supporting information that the Club thinks may assist their case. E.g stats on player turn over (& what their point level was), junior numbers, etc.
    c) If the Club is applying for special consideration of a particular PLAYERS POINT ALLOCATION this submission must outline the following:

    Why the particular Player should have his particular point allocation reconsidered? This should contain and outline any additional supporting information that outlines the exceptional circumstances that the Club thinks may warrant the Players Point allocation being reconsidered and which is relevant.
    d) The CCSP Special Consideration Request will also be sent to the particular League Board / Executive for their feedback.

    e) The CCSP Special Consideration Request will be sent to AFLG Community Club Sustainability Advisory Committee for their consideration & assessment.

    The CCSP Advisory Committee will consider the recommendation of the League Board / Executive and consider the matter and make a recommendation to the AFL Goldfields Commission on whether the application should be approved or not.

    f) The AFL Goldfields Commission will consider the matter and make a determination on whether the application should be approved or not.
